This is news to me, but makes me wonder why anybody would be interested in Leuc blessings, as they clearly are, since if this is the case it would mean Leucetious is obsolete.
Aside from Sigil, there's not many items with lightning resistance (There's a few wands too), and the only people who really bless high gov are inactive/too lazy to bless
