Well, if someone could provide the e-mail the account was signed up for with, as well as answer 3 personal questions about themselves, AND give the name on the paypal account, wouldn't it be safe to assume that the person owns the account?

I mean, yes, I'm sure there are people that could answer all that information about me, but they're my few close friends that I know in real life, and if I just randomly tell people online what my mothers maiden name is, well, that's my bad.

I believe there's a method to pay with paypal without actually owning a paypal account, thus having no recorded history.

I'm actually fairly sure I don't have a paypal record for either of my accounts, as I was required to use this method.

The transaction ID was e-mailed to me only.
