What is the point of this npc in GK main Trade?

This should go in the bugs section. It's just an EM hosted escort quest NPC. They like to select random players to be the escort and you have to fetch them and bring them back to bomb trade or MMT. Looks like an EM just forgot to reset it after the event. It should reset itself for practicality.
