Adding tileset

So i have always had this problem with adding images to the offline editor and the only way i have seen to resolve it is by actually being able to physically see the image online then it will load. However, i don't want to have to do this and i know there is a way to do it without that step and i just don't get what i am missing. Can someone help me? |
