I guess I had the same problem as minoc - I couldn't get on earlier, but I can now.

Can you explain what banning proxies would do for us non-smart people?

If you connect through a proxy your location is more difficult to trace. Henceforth, by banning proxies we're disallowing people who connect via proxies to connect to the forums and thus mess with them.
