Use a webbrowser and not just AOL.
Better sitll, AOL (or atleast here) is about the 100th cheapest ISP in the UK, try using one of the other 99.

I improved the system so now I can get a message saying which part of the proxy-test failed ;)

It seems that he's using a local proxy.
I read that in the debug block :
EDIT: I just wrote a rule that should allow him to access to the forums without problems. The case of "local caching" is now handled by the system.

I don't know why, but it's working again.

If you connect through a proxy your location is more difficult to trace. Henceforth, by banning proxies we're disallowing people who connect via proxies to connect to the forums and thus mess with them.
