A good way to prevent kill stealing, make whomever swings at the monster first (whether hit or miss), be the "owner", and you must hit(can still be a miss) the monster every 10 seconds or lose ownership. Only the "owner" and his/her party would be able to damage the monster, and once the enemy dies, the killer gets priority for the items (10 seconds perhaps), then if they have a party, they have the next priority for the item (maybe 5 secs this time), then if it is still on the ground, anyone can claim it.
