Each server is its own world, and has its own subset of rules. Scamming, for example - some servers permit it, whereas others don't. If you don't recognize that each server has its own set of rules, and what constitutes a violation of one does not necessarily constitute a violation at another, then you are missing some pretty important concepts about Graal.

Yeah, but you still don't seem to understand the differing set of circumstances. These are in-development servers, there is nothing that says you should have access to all of them. When they go up, that's a different story, as they're subject to many more rules. However, as the rules currently stand, private playerworld owners have (to a cetain extent) control over who accesses the server.
