And yes maybe someone should have said it was staying up. But then again maybe they should have thought through before asking for its removal.

It was going to be removed but there was only two options. Tifa could shut it down if she gave Angel some scripts and levels or she could hand it over to the original owner; Saga. So Tifa didn't want that so she told Angel she's stay as Manager as she wasn't happy with her choices.
