You can only have so much effects with those stats before you run into gun balancing issues, which overall will ruin the shoot em up part of the game.

I.e: If done wrong, Max Player Accuracy would make every weapon you pick up a sniper rifle in the sense of accuracy.

Then again for gun-server's I think you should be able to pick up a gun, shoot each other, die, respawn, and repeat like most successful shooters (CSS, TF2, etc.) have you do. But this is going to be a Modern-RPG server so my ideals don't apply here.
