Yeah, Swedish law. Graal is operating in France and has servers in the US, as far as I know. It is not going to work there.

Edit: Also it did not protect PirateBay from being harassed by the police and having their hardware confiscated. I can imagine team Eurocenter would be more than willing to disallow people illegaly streaming music in order to avoid that.

They also got their hardware back since the police had no right to cease it in the first place.
