Well, I usually avoid discussions on the legality of anything bittorrent. I'm no expert on how bittorrent works, but the legality of any online copyright infringement lies in whether or not the work is being copied and redistributed. With bittorrent, it's practically impossible to NOT redistribute the torrents you're downloading. With streaming, though, you're neither downloading nor redistributing.

I am refering to whether Graal or the tracker are doing anything legally questionable, not the guys actually downloading the music.

I can't see any reason why Graal would be liable for streaming content, unless the content is actually hosted on their servers.
