"hard" is a bad choice of words... Long and boring is the correct termonology. The monsters need to put up a fight. not just get hit 0-3's from the strongest monsters in the game.

I find this claim pretty suspect, because I've gone around to other servers and asked a lot of people about why they don't/won't play 2K2, and not once have I heard this given as an answer, so at the very least it doesn't seem to be a major factor in deciding not to play.

From those i've asked, it's the economic issues and that levelling is dull and boring, which makes them not want to play GK. The levelling curve, imo is fine, it's just that it looks awful from our view as there aren't the monsters or methods around to make the maximum level to be obtainable, without a sacrifice of ALOT of time (Like 1-2 years literally to max main stats).

Whats the point in having these lvls if there not gonna use them, or anybody can't reach them unless they abuse a bug? Answer me that.

They provide some degree of security when bugs are abused, but they serve very little purpose. Removing the caps on phys/wisdom/magic wouldn't change much. The point isn't the existence of an unobtainable level cap, but rather the nonexistence of an obtainable one.

They aren't the same. The existence of an unobtainable level cap denotes the nonexistence of an obtainable level cap, but the nonexistence of an obtainable level cap doesn't necessarily denote the existence of an unobtainable level cap. It can denote that there is no level cap instead.
