It's only an issue as long as the servers continue working against each other.
In an ideal Graal, servers bring in their own customers instead of competing with each other for the pool of Graalians...in which case developers should be free to make whatever they like for any, all, or no particular servers.
"I made an ATM card, who wants it?"
"Sorry, can't use it - our server's caveman themed, thanks though."
"Ooh! Want! Hey, how do I change the graphics?"

"Anyone need a gravity system?"

Then maybe servers will treat developers as a valuable ally rather than a commodity to be protected...you want to be nice to The scripters so they'll edit the Throw A Jug script to work with your server, rather than You want to be nice to Your scripter so he won't leave...
Then we'll start seeing servers with stronger genres, instead of "This is a server where everything's medeval, except Bill made these awesome motorcycles so we had to use that, and there wasn't gonna be Magic but Zero said he was gonna leave unless I uploaded it, and..."
