Here's the thing. You'd first need a server that would attract people. Then you advertise it. That's how you get players.
Whenever I finish my 2k1 revision, I'm going to spread the news via word of mouth... or word of text... or whatever. There are plenty of gaming forums out there and if you posted about Graal and your server I'm sure you'd get SOME people interested. Especially if you had nice screenshots and gave a description of all the great things you can do on the server.
If all else fails, there's always my trump card.
