Weapon speed is now what many players consider attacks per frame, inwhich when you spam the S key it will do [x] attacks based on 2 things : attack types, and weapon speed.
If you're going for a great PvP weapon, I'd aim for something like
FID of Ogma +12-14 (6/10 IWD, 1/10 LWW, 3-5 (depending on how much you want to poison them for, which has its uses but alltogather is just to raise your WC and lower their AC through stat reduction) EW). With something like this you're likely to do about 112 dmg, have about -55 WC at a lower level (20 phys) and be able to poison a -87 AC user down to about -72.
Given that isn't enough to PK them, that's when we pull out the LAMER bow. Ogma Bow +22 (meaning STRAIGHT EWs) to bring your WC up. Sure it wont hit for much, but all you're trying to do is get that poison to hit hard so that their AC drops enough for you to be able to use your AIDS dagger on them.
Quite honestly, I would go with the Bow first. Prep it up to a nice Ogma+, then go get a FID, bless it Leucetious and add on the IWDs (8) and LWW (2). You want to keep a dagger within 10.00 kb - 19.9 kb so that you get 3-4 apf (attack per frame, jajaja).
Note: this is really all tested based on my own efforts and others opinions of such. You can ALWAYS get a Flaming Sword from a Haunted House and prep it in the same way you would a FID.
Now the idea behind blessing is this
More attack types = more times you have a chance to hit your opponent.
EG.
FID = Physical, Ice, Magical- you put Ogma on there for Poison, this is 4 attack types, thus 4 times to attack an opponent when you swing. It will usually hit poison in your first swing given you're spamming S and you do not have a 50 kg dagger.
Hammer of <anything> = Physical- you put Govannon or Luecetious(which sucks imo) on this so that it will hit hard as hell, and that's it. You aren't looking to get multiple swings off, you're looking to get 1 simple crushing blow. Prepping a Hammer with Ogma is a HUGE MISTAKE. Me and Tecumseh did it, Ogma / IWD prep and it was just AWFUL. Stick to Govannon and you'll do 120+ dmg each time you hit, but bewarned, learning to PK with Hammers is a tact and skill of it's own.
Bow = physical, so why Ogma prep? Well you're far away from them, and it's just a 'laming machinegun of doom'. You want the highest Ogma on it for poison, or the highest IWD + Govannon on it to lame from long distance. If you're skeptical of it lowering their AC enough for you to hit them, prep a Govannon one up to about +10 then straight IWDs. LWW = nothing to Bows, it will shoot considerably slower but we all know Composite Bows shoot faster then anything else anyways.

I hope that all makes sense. So as my last bit of advice, get a grip of USD, buy a perfect set of items (2 row, 30 str/30 dex items) and THEN look into prepping a laming dagger/bow pking dagger/bow. If you don't have the WC to hit somebody, you'll find yourself hating the PKing aspect.
