This only happens because roleplaying pretty much requires several people. And too many people can't be bothered to roleplay, so nobody else bothers to either. x2.

There's also the staff who think game mechanics = roleplay (game mechanics DO NOT equal roleplay, by the way). And everybody's too busy with item collecting and/or leveling to roleplay. x3.
