CABAL's simple eye glowing avatar is 11 frames. That's 11 100x100 images in a single .gif container.
If you make the file size limit too small then people will only be able to have one or two frames, at which point flashy avatars are harder to avoid.
If the issue here is distracting avatars and not the download time of images with more frames, then just make a rule against avatars that flash bright colors.
If the actual data/speed is the issue (I'm sure 95% of the people here use broadband/cable internet anyway) then people can use browser plugins like Adblock to block the avatar images.
