Since these are valid points of concern I'll take the time to reply to this one.
To your first point, if you look at the details of the server that Chang outlined you'll see that Rebirth has systems and gameplay content that are far different from anything Maloria would have had. Since the staff at Maloria were having issues completing their project (I'm assuming due to a lack of manpower) my understanding is that they wanted to merge their -content- with us.
This never took place, and I spoke with Chang the second I learned about this and said if they want to give us anything, it wouldn't be scripts, and our gameplay and ideas for the project would remain just as they were.
I personally don't mind re-applying for classic status. What happens to N-Pulse normally is that it goes through phases every few months of a reasonable playercount, and then a very low playercount. Lately, though, the phases of low playercount have been longer and more frequent, and so barring something drastic it's very unlikely we'll be able to attract the playercount we once had. It's inaccurate (at least by my standards) to say we're doing fairly well playercount wise.
