People with no rank have done this in other kingdoms several times and nobody cared. With new members left rankless, it's way easier for ministry leaders to add them into a ministry. You're saying we should care more about a minor perception issue rather than a major efficiency issue.
Booting out all the newly rankless members was a mistake, however.

Because you have it stuck in your mind that being in a ministry > citizen. The lowest rank of a ministry is now the lowest rank in the kingdom. It's the new civillian/citizen. This is clear in the names of the lowest ranks in the magic/lores ministry ("Apprentice", and "Novice"). They aren't in the ministry so much as they are classified under it and in training to become members of it. True "membership" in the ministry comes with attaining the second rank (at least in the Ministry of Magic). Maybe the other ministries should have their lowest ranks names changed to "trainee" ranks too.
