They can work on classic servers if they don't have gold. If you allow free development over Graal that
should mean less developers working on the classic servers, or at the very least a decrease in activity among the classic staff. In theory since a large majority of Graal's customers are classic players it means less updates and therefore less incentive for people to play Graal?

This is true, but unless Graal becomes one giant server, which is obviously unlikely, there is always going to be that competition between servers to get the most players. In order to do so they are not going to want to share their 'good' content.
Also, from a player's point of perspective it's nice to see different features of gameplay. I don't really want to log on to one server and use a bank system, then log on to the next and it's pretty much exactly the same system with slightly different graphics or wording.
I agree with your principles but I don't think what you are suggesting is that practical.
