faction based guards

I know the police already assualt bomies that get in their way but what if the guards were faction based and if you killd one gaurd get unpopular with them and they would attack you when you entered the city, and at the same time you would be come more popular among that guards enemies. Also when you kill the guard they drop soem stuff on the ground (bombs and arrows, and every now and then some cash)

I like the idea, it would add depth to graal!
