PK should be outlawed in towns, and its not illegal to PK out of a town

Thats what should be done meaning Police wont really be needed unless a bug happens... So manny the police will auto kick the pker into jail for lets say 5 mins and next time 15 mins and next time longer until he learned his lesson.
