Well, I am not saying that all weapons would use the same function for determining damage, where popularity is the only variable. Everything would have a base damage that gets modified. For example, a single pistol would start at low damage and maybe it would get more powerful, but even at low popularity it wouldn't be as powerful as an average-popularity shotgun.
So the base damage would be decided by taking into account the weapon's speed, handedness (1h or 2h) and special effects. The balance modification would be relatively minor.

Well, my system would not make it into one. Even with zero popularity, it probably wouldn't get as powerful as the other swords.
