If you promote teamwork vs. compitition then you can get people who are good at one thing and help them learn from each other. There was a time when LAT included NPC and Graphics.
If I were, say, a GAT, I'd love to work on a server that would help me learn more about NPC and Levels.
You want people who can think up a Quest/Activity, etc. and make it a reality, THEN ask others to help improve it/get it working just right (and of course an Admin to make sure that the idea fits the server)
It's kind of good for the Admin to have at least a basic understanding of not only Levels, NPC's, and Graphics for a server though, but also how they all interact with each other, knowing how to configure a server etc. I don't think there are many people left who know this amount of stuff about Graal
All in all though, I see a lot of new servers with all these staff members who arn't motivated, or can't do things because they only know graphics, or only know NPC and are constantly waiting for another "team" to finish what they started (when the other "team" really has little idea what exactily was wanted in the first place) and eventually loose interest... and thus-- staff that have no motivation to do work.
If you look hard enough you can find the right people. Maybe not the best people, but with a little effort they can learn and become great. Instead of having an attitude where we say "RTFM!" any time someone says they want to learn, why not give them help?
