why were the westford houses (except 2) moved down to the middle of the crecent?

Westford is a trading town.
The boat used to go to Pirton, but they changed it to Westford. So for better trading we moved all of the homes in Pirton to Westford and all the homes in Westford to Pirton. SO the shops in Pirton would now be in Westford where the ferry goes to.

Couldn´t you just move everything from house A to house B, and the furniture of house B to house A, give the key from house A to mr.B, and the key from house B to mr.A?

No.

Quantity of playershops < Quantity of playerhouses (Many times so)

More confusion: Kingdom leaders are known for allowing non-members and even non-RPers have houses on their islands. This causes problems when trying to trade keys since it's not a very "safe" trading process.
