Staff Problem

I think it is not very good Management of a PW when Managers allow people to have RC's without any job title. Ive seen this alot lately. Ive seen alot of people on RC with no tag, I need assistance so I ask

''What staff are you'?'

Common replys in this problem are:

''Anything!''
''What ever the F**K I want to be''
''Nothing, Im not Staff'

This is stupid and pointless, A rule should be set that each person with RC should have a title/staff job and preform his/her duties and not just sit on RC saying they haven't got a Job. I belive this could even been seen as Manager abusing his Powers by letting people on with no real reason to be on RC at all. Such as people who are not staff but have a RC. Or who are ''Anything they want to be'' staff! There is no need to be doing this at all.

Can someone such as PW inspector/Admin follow up on this and see if a rule can be set to resolve this problem.
