If you make a new folder, and it is below a folder that hasn't had any files put into it, the folder will not be created.

For example, if I made the folder "stuff/testing/", I wouldn't be able to enter any files into "testing" until I put something into the folder "stuff".

did you just do this in your "rights" or in the folder options?
Because you don't add the folder extension in the folder rights

Er1c probably knows what he is talking about, maybe its just a bug, good place to post it. I think i experienced this myself.
