Checking for profit as opposed to money in the safe is important, I believe, because this would prevent a successful first day, then coasting/occupying a building for a long time, when nothing is happening. The bottom rate is, of course, so they can't just make 0 profit and pay $0.
This is a pretty solid idea, but it's going to take a lot of tweaking before it could be conisdered acceptable.

In response to 4.) No, it
can't be changed without abandoning the building and rebuying it or talking to a high staff member first.
In response to 5.) The apartment doors themselves can be locked/unlocked by the owner of that room.
In response to 6.) I originally thought this but wouldn't want to add to the complications.
