1) There needs to be some kind of screening for store names.
2) Are you suggesting using certain combinations of minerals to create stocking NPCs and selling NPCs? A bit foggy there. If so, changing them every once in a while may be a good idea, since they would probably be posted up on a site in about a week. This is a good idea, but it would need some security measures to prevent it from being cheapened.
3) What about desks/furniture type things for the store level? How would the interior levels be edited, or would they just be standardized?
4) This is a little confusing. The store can be changed to a restaurant at any time?
5) Apartments don't need to be always unlocked, but if you own an apartment, you should always be able to access the apartment building.
6) This pricing would work better if it demanded a % of profit (not the money in the safe, actual weekly gain) with a bottom rate of $500. Checking for profit as opposed to money in the safe is important, I believe, because this would prevent a successful first day, then coasting/occupying a building for a long time, when nothing is happening. The bottom rate is, of course, so they can't just make 0 profit and pay $0.
This is a pretty solid idea, but it's going to take a lot of tweaking before it could be conisdered acceptable.
