If you level legitamitely it would take you way over 1 week of of playing time to lvl from lvl 20 to 68 agility.

You're right - and it doesn't matter about the mechanics of it;
Levelling shouldn't be easy.
Although that doesn't go to say it should be ridiculously hard - to the point of deterring players... which exactly what this is a reaction to - people who got to higher levels found the game unfinished. When I say unfinished I mean that there is nothing to the skill level of someone above... say... level 30? Anyone looking for a challenge at that point has to shift from a challenge of skill to one of patience - as they try to level up at a acceptable rate with monsters designed for lower level players.
And there really is no excuse on the administrations side. They could simply make a wolf like the current one but with the name "Elder Wolf" (or something equally lame) with higher attributes (such as damage, or HP).
