[Graal Classic] Additions to Classic GP Force System

A new intern system is being used by the Classic GP Force. When a GP has to take leave of absence, he can choose someone to take his place. The person must still take the GP Test and get a high score in order to be an intern officer. Once the GP comes back, the intern is evaluated, and if he has done a good job, he is later hired when new GP's are needed.

In addition to this, a Temporary High Ranked Officer system has been added. A GP is chosen by a high ranked officer to be their replacement while they are taking leave of absence. They are watched by other officers and are evaluated while in action, not just from tests.
