No it's not. That simply allows it to refresh to another page rather than the file it's trying to load from the server.

However! That did just lead me to the solution. (Stefan also said it, but I guess I wasn't paying much attention, or didn't consider it.) I made an HTML file and just changed the extension to .rtf, and that did the trick. Using a direct .html file doesn't seem to work. Using a properly formatted .rtf file doesn't seem to work either, strangely enough. It only worked for me when I changed the HTML extension.
