I believe it should be up to the server that the graphic, level, or whatever was originally uploaded on as to whether or not the manager minds if it is used on another server, I have been asked by a few people if they can upload their head or house on another server, and if they actually made it, I dont mind in most cases, but other servers might feel differently....but, getting permission first, and just doing it without saying anything is too different things.
