Whole Level Freeze

I need this for a nu event i'm makin called the Omni Matrix... it needs to be a weapon that some one can fire and it freezes the whole level for a certain amount of time

there needs to be some kind of system that everybody has. if the client gets a string then it freezes them for a certain amount of time (or use freezeplayer2).
