That logic is made out of jelly and ice-cream. We know little about how the selection process was arranged, and it's very unlikely that Nemesis had no influence over the proceedings.

I don't have anything against her, and I'm not trying to attack her in any way. I am merely pointing out the very real possibility that Nemesis chose her because of their friendship, and not because of her capacity to do a good job.
