I suggest that the players can retrieve the items that they used on the weapon before they put it in, for example, If I throw in my 6/7 Inferno Sword of Govannon +3, then I'll get back the scrolls that I used on it (Improve Weapon Damage, Improve <Stat> Bonus, or Lower Weapon Weight), the diamonds you used on it (in this case, 49 diamonds), and the sword itself, no enchantments on it, maybe, make it so it costs more money to get the items back (say...500 plat extra per scroll you used on it, so in this case it'll be the set price, + 3000 plat because there are 6 improves on it and 6x500=3000). Also, this way newer players can have more chances to buy Improve scrolls because older players won't need to look for the scrolls anymore.

If you're strong enough to have won an inferno sword/rich enough to have bought one and rich enough to want to buy 7 IWDs for it, you don't DESERVE any diamonds back!

Erm, this is a drawback for newbies though. If your smart enough you should know why. I'll let you think about it for a while.

Draw back for newbies? the only thing I can see is that the strong need to start their weapons all over if they want to get strong.

While it is true that those who half-upgrade their swords as newbies are screwed when it comes time to reupgrade to get more slots, any newbie who has 9 diamonds, 3 IWDs and a prepare scroll at the level at which they can only handle 3 improvements deserves to have an inferior superior sword. Anyone that rich at that low a level does not have my sympathy.
