There is nothing wrong with having your rc on when you are working, what if you need to ask a question about something, or someone needs to get in touch with you and ask you something or whatever
how teh hell will they do that if you tell him to get off rc.

as long as he gets the work done (and recieves the assignments) I see no problem with him "not being on RC."
