Most likely the peopl DO have a job but don't have a tag on. Your replies you are getting are probably because they don't want to be bothered.

Hell when I'm busy or don't want to be bothered and someone asks me what job I have..I tell them "Grass admin, I tile levels full of grass." lol and I get left alone.
