I hear a lot of the times that the owners scam their tenants and likewise the tenants their owners. Having apartments over playerhouses won't have any effect on abusive admins, they will steal your money either way. Perhaps the apartment rental system is a way for people to afford to store their money in a cheaper and safer manner
