Not sure whats going on with offline editor but I hardly use it and all LATs I have spoken to haven't used it in years
Pretty sure because it is THAT outdated. It doesn't support most tilesets servers use (above 8bit graphics), scripts you add there (which would work) mostly spit out errors online and you can't use tilelayers
