they should just keep the double cash bonus which is achieved by owning the base which is being raided. if it's hard to script then just allow to open doors in the base if you own the base.
having to go to empty bases and waste ur time to capture objectives is boring
Could be a good idea since Avant Guard bonus is no longer available
