even if we ignore that almost every manager develops to an extent, managers are still the guys who decide on the direction of the server and dictate what will be developed.
so even if a manager doesn't technically develops (and I think most do) you can still say it's a development related position.

co-managers fit in development development.
LAT admins go to development, GP chiefs to non-development.

Managers are not a developer role though, is my point, they are a management role, they are there to organize everything within the team of developers to make things go efficiently and effectively, at the most I'll say they relate to them, not directly involved.
This is the same problem as the last thread's poll, your poll is completely ambiguous as to what you're talking/asking about.
You even wrote the option like this:

i get your point, but i don't agree with it.
I consider development as any part of the process that brings the server\server content to the players. so the one that plans the server, organizes the teams, makes them work well, is a major person in the development process and I consider them as a part of the development staff.
and anyway i think most managers on graal today also actively develop.
