Apparently it's because the system is bugged and/or there is no global guilds admin.
Lots of new players have asked me why their guild hasn't been approved.

As of 03-04-2010, Xor should still be the Guilds Admin. But isn't he managing iClassic? hmm sounds like too much on his plate if you ask me.

Xor? The ****? Tig has been guilds admin for as long as I can remember.

Xor has been guilds admin since April 2010.
