The COPPA Agreement thing states you must be 13 in order to Access the internet without Parental Supervision. I suggest you get off of graal if you do not meet up to the age limit, or don't have your mother standing over you every minute you are on the internet, because i am almost certain legal action can be taken.

The Federal Trade Commission's Children's Online Privacy Protection Act of 1998 (COPPA) is intended to protect the privacy of children using the Internet. As of April 21, 2000, many Web sites are required to obtain parental consent before collecting, using, or disclosing personal information from children under 13.
