The basic weapons will be left mostly alone. It's only the gelat weapons and the permanant weapons (for example, Doubleshot) that will be nerfed.

Stefan doesn't show much indication of wanting to remove the Gelat system. Unfortunately, greed has blinded him to the situation.

probably damage because reducing spread just make it if they shoot at you from a closer range more will hit :o
