Kavan, the new Levels Admin, just quit. (well transfered to Events Dev I should say)

And so that leaves two levels team members, one of which is SlikRick who hasn't received rights from absolut_crono yet, even though it has been a week

I will repeat, Crono backed up the levels, and transferred the new ones.

Now, that means Crono has the brain capacity to do such things as move levels from one location to another.
Ergo, Crono can replace the damn levels.

Pretty sure at this point he's just laughing it up wondering how long he can not do anything and not have the PWA do anything about it

because it's not like this concern hasn't been shared with him several times
