We could give gang guns special modifications of certain guns used in the game to prevent too many weapons. With a small amount of weapons that are still balanced we can give some modifications for gangs

You don't need to have a small number of weapons to have them balanced.

Yes but it is better to have a small classified amount. A lot creates more to think about and many useless guns that are almost identically the same. Once they realize there isn't a difference they change stats and other things rapidly and the guns become unbalanced.
