It's an honorable attempt at being less biased, but I'll argue that being biased for PR hirings is (in theory) a good thing. If you're hiring developers, bias doesn't help at all. You need to be completely unbiased in looking over and reviewing their works. However, a Player Relations team member has nothing to do with the development side. All they're going to be doing is dealing with people and representing the server as staff. So knowing -who- they are and knowing what their previous track records/personalities are like (far beyond that of just obvious ban records) is absolutely invaluable.
This is where knowledge of the playerbase is a very good thing. If you've been on the server for a while, you have a better idea as to who the deviants are. It's more than just looking up their ban records and seeing if they got the right answers on the application.
The applications for PRs have always been a complete joke. They tell you nothing about how a person will actually behave as a PR. Everyone except absolute idiots know the -right- answers, the question is will they actually perform them when faced with the actual situation? They can promise they'll be good, unbiased, blah blah blah. It's all just talk.
Giving them an assignment with logs is a step in the right direction, I'll give you that. It'll weed out at least a couple extra idiots.
