I have similar lag problems with Graal but unsure to what the overall problem could be. Initially If I ping the ip of the server hosting Graal Kingdoms from the terminal I get around 100 - 150 ms and also around that value in my profile statistics when I'm online, however I frequently get ping reading of 1000 - 5000 in my Graal Kingdoms profile but still have 150 - 150 ms if I ping though the terminal. Also when I get reading of 1000 or over I'm visually doing nothing but my character is still reacting to my commands such as equipping weapons ect as other players can see me doing it plus when my connection goes back to 100 ms I get a steam of mud messages and weapons switch. I do know for a fact that it has something to do with my ISP or how they externally handle my connection as I never had any of these problems with my old ISP.

It's kinda making it impossible for me to play Graal Kingdoms as I'm having these problems 90% of the time and it is very rare that I have no problems with Graal at all.

As for the latter, actual game slowdown... well this is most apparent by just looking at Graal and seeing if things visually look sluggish. If worst comes to worst, log on to Unholy Nation and press alt+f, which will bring up my FPS display(f:xx). 20fps is the desired framerate for Graal, and if it's running lower than that during normal gameplay, than something else is going on and it's not your internet connection.
I did the cmd thing for Era and it said average 52 MS. I went on UN and the thing is f:20 but it drops sometimes. It doesn't go lower than 16 though.

Wow, you actually have fairly fast internet connection. However, like Jerret said, your computer is not exactly beast, so I'm guessing it's computer lag, not internet lag.

Also...I did not know Graal's servers were in Texas. Where in Texas? Would explain why I've never really lagged on Graal.

happens on my laptop and it's by no means a low spec. i dunno if it's the same problem you're having but my character will be normal for a bit then suddenly an FPS drop kicks in then it clears up again. u_u

I had this problem on UN for a while :o Apparently projectiles were piling up and eventually taking up lots of CPU or something. Either that or some script was functioning horribly. I think Tig resolved it.

However, changing levels fixed it so it might not be the same problem.
